Finally, the U.S. Gets Graded on Its Anti-Human Trafficking Efforts

On Monday morning, the U.S. State Department released the Trafficking in Persons Report 2010, the 10th such assessment of international efforts to combat human trafficking through what the Palermo Protocol describes as the 3P approach: prevention, criminal prosecution, and victim protection. Significantly, this year was the first time the United States' efforts had been evaluated.

For a summer, I worked at Oasis USA, an LA-based organization focused on domestic trafficking, and it always bemused me that the State Department got to appraise every other country's anti-trafficking efforts but left trafficking in America unmentioned, particularly since an estimated 17,500 foreign nationals are trafficked into the country and about 200,000 American children are at high risk for trafficking into the sex industry every year.

So it's about time that the U.S. included itself in such reports. It feels like we're at least trying to take the log out of our own eye first, which is a significant step in addressing the global challenge of modern slavery.

I agree with solagratia. Legalization increases demand as the market expands, requiring traffickers to fill the gap that local sex workers cannot supply. In Victoria, Australia, after legalization 4 illegal brothels sprung up for every legal brothel. In Amsterdam, the government has realized its mistake in legalizing, because most of the brothels there are now run legitimately by traffickers. Sweden, which did the opposite, now has become unattractive to traffickers because men are afraid to pay for sex-making it more complicated and expensive for traffickers to get their girls to paying customers. No, legalization is not the answer.

I agree, it is about time! I am not sure who made the decision to put the US in the report, but good on Hilary Clinton for seeing this as a priority. Not including the US is like leaving a big hole in the information that attempts to explain demand, since US provides a lot of that.

A top German law enforcement official has warned of a climbing number of human trafficking cases in the country with an 11-percent rise in the figure.

"Over the course of the last five years, the number of investigations has risen continuously from 317 to 534. This means an increase of 70 percent over five years and 11 percent last year alone. We attach great importance to this form of criminal activity because the human dignity of the victims is violated," said Jorg Ziercke, the Chief Commissioner of the Federal Criminal Police Office of Germany, Press TV reported Monday.

Thousands of people are illegally transported each year around the world, where they are sold as prostitutes, forced laborers and even exploited as organ donors, according to the report.

The United Nations has also expressed concerns that this modern form of slavery is one of the fastest growing criminal industries in the world.

The federal criminal investigators added on their annual report that the number of investigations related to human trafficking in Germany rose by 11 percent last year and 534 preliminary proceedings were initiated in 2009.

Most of the cases involved women forced into prostitution. The sex trade is tolerated in most cities in Germany but restricted to certain urban areas, such as industrial zones.

Most victims of forced prostitution are from eastern European countries while one in three perpetrators is a German national.

According to the annual report, the number of cases involving African mafia groups is also on the rise, with some groups trying to obtain a larger share of the lucrative criminal pie, using brutality and voodoo rituals to intimidate their victims.

"We are extremely worried because of the age pattern of the victims. Sixty-five were bellow 21 years of age. One in five was under age. Forty-one victims were even younger than 14 years of age."

According to a recent report, the police in Hamburg uncovered an illegal ring trafficking Russian children for German adoption. Moreover, the number of victims used as illegal organ donors is also reported to be on the rise.

Meanwhile, the non-governmental organizations want to increase their efforts to reach out to the victims who often do not trust authorities or have a complex dependency relationship with their tormentor.

@jurisnaturalist: No WAY. Legalizing it is NOT the solution. Just take a look at the case example of Germany: Immigrants can often get permits to sell their bodies before they can (*if* they ever can) for any other job. What choice do they have??! It is a plague. Legalization simply increases the problem. It assumes it is a job just like any other - nursing, teaching, you name it. There are SO MANY COMPLICATIONS that go along with that. Most of the money goes to the pimps or the people "charging rent" (at exorbitant cost and with a monopoly) for the buildings where this evil is propagated, with little left to feed the desperate woman who has no other choice (especially in the case of immigrants, who are often subjected to prostitution against their will). It is nothing short of legalizing the exploitation of women, half the human race. I will NEVER agree to that. Do you know how it affects how a man looks at other women, too? And I am arguing not merely from an individual point of view; I am arguing for the souls of all our sisters. You would put a destructive, capitalistic force into place that feeds on the destruction of women's bodies and souls. No thank you.

And if you personally choose to do this: You will likely never find out if someone is subjected to it against her or his will (anyone threatened has due motive not to say anything). May God bless you not to use and abuse others but to bless them instead.

I agree with solagratia. Legalization increases demand as the market expands, requiring traffickers to fill the gap that local sex workers cannot supply. In Victoria, Australia, after legalization 4 illegal brothels sprung up for every legal brothel. In Amsterdam, the government has realized its mistake in legalizing, because most of the brothels there are now run legitimately by traffickers. Sweden, which did the opposite, now has become unattractive to traffickers because men are afraid to pay for sex-making it more complicated and expensive for traffickers to get their girls to paying customers. No, legalization is not the answer.

A top German law enforcement official has warned of a climbing number of human trafficking cases in the country with an 11-percent rise in the figure.

"Over the course of the last five years, the number of investigations has risen continuously from 317 to 534. This means an increase of 70 percent over five years and 11 percent last year alone. We attach great importance to this form of criminal activity because the human dignity of the victims is violated," said Jorg Ziercke, the Chief Commissioner of the Federal Criminal Police Office of Germany, Press TV reported Monday.

Thousands of people are illegally transported each year around the world, where they are sold as prostitutes, forced laborers and even exploited as organ donors, according to the report.

The United Nations has also expressed concerns that this modern form of slavery is one of the fastest growing criminal industries in the world.

The federal criminal investigators added on their annual report that the number of investigations related to human trafficking in Germany rose by 11 percent last year and 534 preliminary proceedings were initiated in 2009.

Most of the cases involved women forced into prostitution. The sex trade is tolerated in most cities in Germany but restricted to certain urban areas, such as industrial zones.

Most victims of forced prostitution are from eastern European countries while one in three perpetrators is a German national.

According to the annual report, the number of cases involving African mafia groups is also on the rise, with some groups trying to obtain a larger share of the lucrative criminal pie, using brutality and voodoo rituals to intimidate their victims.

"We are extremely worried because of the age pattern of the victims. Sixty-five were bellow 21 years of age. One in five was under age. Forty-one victims were even younger than 14 years of age."

According to a recent report, the police in Hamburg uncovered an illegal ring trafficking Russian children for German adoption. Moreover, the number of victims used as illegal organ donors is also reported to be on the rise.

Meanwhile, the non-governmental organizations want to increase their efforts to reach out to the victims who often do not trust authorities or have a complex dependency relationship with their tormentor.
